Pariwisata merupakan sektor berperan penting dalam meningkatkan pertumbuhan ekonomi di provinsi DKI Jakarta. Namun karena pandemi covid 19, kunjungan wisatawan semakin menurun. Oleh karena itu perlu dikembangkan website pariwisata untuk membantu wisatawan dalam mengakses tempat wisata. Pada penelitian ini dilakukan penggalian kebutuhan Sistem Informasi Heritage Tourism yang dapat memberikan rekomendasi perjalanan wisata di Jakarta menggunakan teknik elisitasi. Teknik yang digunakan pada penelitian ini adalah teknik observasi. Pedoman observasi terdiri dari konten pariwisata saat ini, konten sistem informasi saat ini, daya tarik wisata dan konten tambahan. Berdasarkan hasil observasi, maka dihasilkan fitur tambahan yang harus ada pada Sistem Informasi Heritage Tourism adalah fitur rekomendasi wisata. Kebutuhan sistem tersebut digambarkan dalam bentuk diagram use case, diagram aktivitas dan desain mockup sebagai hasil perancangan sistem.
